With over 20 years of experience under his belt in the Singapore Public Service, Dr Maniam’s work focuses on AI in the public sector along with public sector foresight, strategy and planning. He also researches and teaches at the University of Oxford, contributing to global technology policy discussions.

Dr. Ben Leong

Prof. Ben Leong is an Associate Professor of Computer Science at NUS and a highly respected educator, having received multiple teaching accolades including the NUS Outstanding Educator Award. Chia Hai Siang brings over 25 years of experience in Singapore’s public education sector and has led key initiatives in school leadership and education technology. He previously served as Product Owner for Singapore's Student Learning Space and MOE's AI in Education solutions from Sep 2018 to Mar 2025 and currently leads MOE’s rapid research efforts in EdTech innovation.

As the public sector's main institution for learning, research and staff development, the Civil Service College is committed to designing and developing programmes that support competency-driven growth in public officers. As part of these efforts, the various institutes of CSC have developed use cases and pilot projects to give insight into how AI technologies intersect with L&D interventions and their potential as well as drawbacks.

Manas Mainrai

Paul McClelland

Paul McClelland specialises in intellectual property law and commercial dispute resolution. Before joining IPOS, Paul was the sole corporate counsel for a well-known Singaporean brand, where he was responsible for a broad range of commercial matters, from worldwide trademark registrations and oppositions to training.
