At GovTech, he is the product manager of AI-powered products, including Litmus and Sentinel, and he drives public sector innovation through emerging technologies that solve complex challenges.  Concurrently at MDDI, he drives AI transformation across the public service, aligning national priorities with real-world execution to ensure AI solutions are ethical, compliant, and citizen-centric.

Lillian Shieh

Lillian Shieh is a design researcher and product strategist who leads GovTech's Design Practice, where she champions inclusive design methodologies and explores emerging technologies for citizen-centric digital services. Chia Hai Siang
Principal Specialist, Ministry of Education (MOE)

Chia Hai Siang brings over 25 years of experience in Singapore’s public education sector and has led key initiatives in school leadership and education technology. He previously served as Product Owner for Singapore's Student Learning Space and MOE's AI in Education solutions from Sep 2018 to Mar 2025 and currently leads MOE’s rapid research efforts in EdTech innovation.

As the public sector's main institution for learning, research and staff development, the Civil Service College is committed to designing and developing programmes that support competency-driven growth in public officers. Paul McClelland
